Is it really that hard? There's even a picture? I guess if you don't have winZip, something similar, or much experience unzipping files it could be.
The idea is you just EXTRACT(not place) the files into your Graw dir, double click the .bat file and go. I guess I just assumed people know that placing a zip file anywhere is meaningless. You always have to extract zip files, it's kind of computer 101. Not sure what I wrote in the readme, I'm guessing place now.
What it does when you extract is put 2 files in the main dir, a context xml and a batch file, and the rest in local/bp_weapons_pack_v5.0. When you extract files, you have to make sure is has "use folders" turned on(or whatever your archive program calls it) to maintain the directory structure of the mod.
You can right mouse drag the .bat file to your desktop and select "create shortcut," but if you just copy it to your desktop it won't work. The shortcut points to the right place.
The reason I did it this way is for people who want to have different mods installed and not have them get all jumbled up in the local/english folder.
Manually placing them works fine if you know what you are doing. If you edit your own context.xml you don't need to use the .bat file. Or if you renamed bp_weapons_pack_v5.0 to english you don't need to edit the context.xml or use the .bat file.
Sorry it causes headaches for some. I tired to make it simple.
